Channel 3 is a government-access station available only on Comcast cable in Portland.  Channel 3 broadcasts the City Council meetings, Portland High School football games and a variety of programs from the True Colors Network.  Much of the time, Channel 3 displays scrolling text of upcoming events in Portland along with general information about the City of Portland.
