NOTE: YARD SALE REGISTRATION IS REQUIRED ONLY FOR EVENTS THAT ARE HELD INSIDE THE CITY LIMITS OF PORTLAND. THERE IS NO FEE TO REGISTER A SALE.


YARD/GARAGE SALE GUIDELINES:

While the City of Portland does not prohibit private citizens from conducting a yard sale, there are certain rules and requirements, which need to be observed.

GENERAL

Yard sale registration is required for each occurrence. Registration may be accomplished by calling Jackie West or Melinda Keen at 615.325.6776, or in person at City Hall, 100 South Russell Street in the Planning and Codes Office, or via email to include the above information to mkeen@cityofportlandtn.gov  or jwest@cityofportlandtn.gov.  You may also use the form above to register online.

Sale Duration. Sales are limited to three (3) yard sales annually with an exception of one moving sale and one “Community Yard Sale”. Each yard sale shall be limited to three consecutive (3) days.

Hours of Operation. Sales are to be limited to the hours of 6:00 a.m. to 6:00 p.m.

Maintaining Order/Traffic. The individual to whom registration is issued under and the owner/tenant of the premises is responsible for maintaining order. The yard sale event shall not create a traffic problem or inhibit the use of the road or street by public or emergency vehicles.

 

SIGNAGE

Signs Permitted. Two (2) signs of not more than four (4) square feet shall be permitted to be displayed on the property of the residence or nonresidential site where the garage sale or yard sale is being conducted.

Directional Signs. of not more than two (2) square feet each are permitted, provided that the premises on which the garage sale or yard sale is conducted is not on a major thoroughfare and that written permission to erect such signs is received from the property owners on whose property such signs are to be placed. Under no circumstances is signage allowed on utility poles or public right-of-ways.

Time Limitations. No sign or other form of advertisement shall be exhibited for more than two (2) days prior to the day such sale is to commence.

Removal of Signs. Signs must be removed at the conclusion of the garage sale or yard sale activities.

 

PENALTY FOR VIOLATION

Any person found guilty of violating the terms of this ordinance shall be subject to punishment by a fine not less than fifty dollars ($50) per day.

Each year in May, the Tennessee Highway 52 Yard sale becomes a major event.  The yard sale runs for almost 100 miles and is the second longest yard sale in the State of Tennessee.  Last year there were over 550 vendors selling during the yard sale, and we had buyers from as far away as Illinois and California!!
